Row New York is a nonprofit organization that empowers young people from under-resourced communities to develop confidence, build strength, and pursue excellence by participating in the competitive sport of rowing. The construction of a new 18,000 sf signature boathouse and learning center on the Harlem River at Sherman Creek Park will sustain and expand athletic and educational programming for underserved youth, serving more than five times the number of students. Designed by Foster+Partners in association with Bade Stageberg Cox, the new two-story boathouse will provide five boat bays with direct river access, locker rooms, dry rowing training facilities, two classrooms, offices and a multipurpose community space. Importantly the project includes the construction of a new dock and gangway and landscaping of the surrounding of public park. Envoie is coordinating a number of significant authority approvals that are required before construction can commence. Primarily, these relate to approvals for the building (from NYC Small Business Services) and for works in the water and surrounding tidal wetland adjacent area (Marine Joint Application).

ROLES & RESPONSIBILITIES

  • Ensure that the project is delivered in accordance with the License Agreement between NYC Parks and Row New York.

  • Develop and maintain a detailed project schedule.

  • Act as Row New York’s advocate in all discussions with approval agencies and the numerous project stakeholders.

  • Development and maintenance of the project budget including regular updates to the Row New York Board.

  • Assist Row New York with making design decisions with respect to programmatic, operational and cost considerations.

 

SPECIAL COMPLEXITIES

  • We manage Row New York’s contracts with both the design architect and the architect of record, building a collaborative team and proactively resolving any issues.  

  • The project is being delivered under a license agreement between NYC Parks and Row New York, requiring NYC Park’s approval for all aspects of the design and operations.

  • We manage complex and overlapping approval processes ensuring that all necessary approvals are accommodated within the project schedule.   

  • Provision of new utilities (electricity, water, sewer, data) to a site with a challenging location.
